As a child, they will not be able to succeed in school; as young adults, they will be excluded from the labor market; and as a parent, they will not be able to support their children’s learning. People with low literacy skills may be unable to read a book or newspaper, understand road signs or price posters, understand a bus or train timetable, fill out a form, read medication directions, or use the Internet.
Low literacy levels undermine the UK’s economic competitiveness, costing taxpayers £2.5 billion annually (KPMG, 2009). A third of companies are not satisfied with young people’s literacy skills when they enter the workforce, and a similar number have organized remedial training for young recruits to improve their basic skills, including literacy and communication.
